According to the verdict of the Hon'ble Supreme Court of India (Vide Mohini Jain Vs Karnatak State), right to education is concomitant to fundamental right. As a result, the 86th amendment of the constitution was made. Indira Gandhi National Open University (IGNOU) was established in the year 1986 through the act of Parliament of 1985. Now it is the largest University of the world, cattering the higher education demand of 1.8 million students of the country i.e. 10% of the students of that group. In order to meet the projected XII th Plan access rates for tertiary education specially the professional degree in the field of teacher education, clustering of institution, optimal utilization of existing resources, the initiative on convergence of Open & Distance Learning (ODL) and conventional system has gaining ground. Sammilani Teachers' Training College, affiliated to the University of Calcutta and duly recognised by the N.C.T.E, is thankful to the authorities of IGNOU for approving a study centre for B.Ed & M.A (Education) in the college. On 27th April, 2008 in the inauguration cum 1st induction meeting in the study centre, Dr Sujit Ghosh, Regional Director, Dr S.S. Singh, Asst. Regional Director, IGNOU expressed their deep satisfaction towards the functioning of the study centre with efficient and experience subject counsellers, instructural facilities like "Computer resource centre, Libraries & Laboratories etc".
